WHAT: U.S. Coast Guard Marine Safety Unit Baton Rouge change-of-command ceremony

BACKGROUND: Lt. Cmdr. Quincy L. Davis is scheduled to relieve Lt. Cmdr. Raymond J. Lechner in a formal change of command ceremony.
Lt. Cmdr. Davis arrives in Baton Rouge from Performance Technology Training Center at Yorktown, Va., where he served as the chief of analysis acquisition and evaluation branch. Lt. Cmdr. Lechner will depart Baton Rouge to become the chief of the tank vessel and offshore division, Marine Safety Center in Washington, D.C.
Capt. Edwin M. Stanton, commanding officer of Coast Guard Sector New Orleans, is scheduled to be the presiding official for the ceremony.
The MSU's area includes more than 340 miles of waterways. In an average year, MSU Baton Rouge conducts approximately 1,000 vessel inspections and 100 foreign vessel boardings, inspects 99 bulk liquid facilities and nine dry bulk facilities, responds to approximately 300 pollution incidents, and investigates more than 200 marine casualties.
