BACKGROUND: Coast Guard Capt. Donald J. Rose is scheduled to relieve Capt. Steven D. Poulin in a formal change of command ceremony.
Rose comes to Coast Guard Sector Mobile from Alameda, Calif., where he has been assigned since April 2009 as staff judge advocate, Coast Guard Pacific Area and Coast Guard Force Readiness Command. While in Alameda, Rose concurrently served for two years as a special court-martial military judge.
Upon assuming command, Rose will be responsible for directing Coast Guard operations in an area of responsibility encompassing more than 1,900 miles of waterways, ranging from the Pearl River in Mississippi to St. Marks, Florida.
Poulin served as the commanding officer for Sector Mobile from 2009 until 2010. After the change of command ceremony, Poulin will remain as the incident commander for the unified command, where he will continue to lead the response effort for the Deepwater Horizon oil spill in Mississippi, Alabama and the Florida Panhandle. Poulin will eventually transfer to Washington, D.C. to serve as the chief of Coast Guard congressional affairs.
