Coast Guard Cutter Pamlico receives new commanding officer

NEW ORLEANS — (left) Coast Guard Chief Warrant Officer H. Vance Caskey relieved Chief Warrant Officer J. Eric Foster in a formal change-of-command ceremony, July 16, 2010. The change-of-command ceremony is a time honored tradition where one commanding officer relieves another and assumes the duties and responsibilities of the unit.
